CHARTER

FOR AN INDEPENDENT MASONIC OBEDIENCE AND STUDY GROUP

FOR THE PANSOPHIC RITES OF FREEMASONRY

On September 13, 1992, we authorized to Lewis Keizer the authorities of the Pansophic Rites of Freemasonry synthesized by John Yarker, Grand Master of the London Lodge and Co-Masonic Initiator of Mme. Blavatsky. The Ill. Bro. John Yarker, Jn.: 33 , 90 , 96, Initiated and Installed James Heard as the first Vicarius Salomonis, Conservator of the Rite of the Ancient Universal Pansophic Rite of Freemasonry, which synthesized all esoteric European lineages in the late 19th century, who transmitted the same authorities to Ill. Bro. Hugh G. deWillmott, who transmitted to H.S.H. Duc de Palatine, who transmitted to Bishop and Count George Boyer, Grand Archon, Brotherhood and Order of the Pleroma, Hermetic Brotherhood of Light, Sanctuary of the Gnosis, who warranted Ill. Bro. Lewis Keizer to exercise all authorities embodied within the Pansophic Rites, including the authority to modify and transmit them. These are as follows:

ILLUMINIST: Order of the Illuminati; Order of the Martiniste; Order of the Rose Croix of Heredom; Order of the True Rosy Cross; Order of the Ecclesiae Rosicrucianae Catholicae; Order of the Holy Royal Arch of Enoch; and the Hidden Church of the Holy Grail. In 2009, Grand Master Keizer restored the Order of the Fratris Lucis to the Pansophic charter. See below.

MASONIC: Ancient and Primitive Rite; Rite of Memphis; Rite of Misraim; Ancient and Accepted Scottish Rite; Swedenborgian Rite; the United Templar Lodge.

To establish and maintain a mixed lodge which admits qualified mature men or women of all races, religions, and ethnic groups providing that they adhere to Masonic principles of moral character, social service, and spiritual orientation. We authorize the Ill. Bro. Lewis Keizer to serve as founding Grand Master of the Lodge of St. Germain, Grand Lodge of the new Pansophic Freemasonic obedience. All other officers of St. Germain Grand Lodge will continue to serve in their current roles through September of 1999, when new elections will be held. All members of this lodge and every lodge of the new obedience will continue to advance through the offices in a queue according to rank and date initiated, subject to ratification by election every two years, so that every worthy member can occupy and emanate the subtle energies of each possible floor position.

The basic mission of the new obedience will be to preserve, study, improve, develop, practice, and perpetuate esoteric spiritual and initiatic degrees and schools associated with Pansophic Freemasonry and other spiritual traditions, such as the Eastern traditions, as part of the general Masonic practice of social and self-improvement, and to revive the universal and spiritual traditions of Freemasonry as they were originally practiced by speculative or philosophical Masons within the context of Rosicrucian, Templar, Kabbalistic, Gnostic, and other esoteric European schools. It will use all electronic and technological means of communication available to facilitate "virtual" lodge meetings, such as e-mail, internet, conferencing, and other technologies not yet developed, so that physical distance will not hinder communication and progress. It will hold physical meetings at least twice annually in specified geographical locations to initiate and advance membership. Dues will be minimal. The Grand Lodge will charter other lodges and expand the new obedience once it has approved a Constitution, Regulations, and a new name, which will have reference to the Pansophic Rites of Freemasonry.

So declared, decreed, warranted, and chartered this day, 24 September, 1998

H.E. The Most Reverend Count George Boyer

Master Co-Mason

REVISION TO CHARTER
Made by Grand Master Lewis Keizer in a Eucharistic Service on Sunday, November 1, 2009

1. Established himself in the office of Pansophic Grand Master of Grand Lodge #1 St. Germain for the duration of his life.
    Rationale:

A. All of the six other original masters in the queue have either died, dropped out, or are living abroad, making succession to the office of Grand Master as originally envisioned impossible.
    B. The office of Grand Master was originally held for life by a true master appointed by royalty, such as the adepts St. Germain and Martinez de Pasquales; only later when royalty began to appoint unqualified grand masters concerned only with titles and completely lacking in esoteric knowledge, did freemasons rebel and adopt the ancient Greek idea of election to a defined term of office. In the case of an esoteric grand lodge, as opposed to conventional non-esoteric democratic grand lodges with rotating leadership, the Grand Master must be a proven adept who serves as a teacher and master of masters. Without that kind of leadership, the Pansophic Grand Lodge cannot survive and carry out its intended mission.

2. Restored warrants and charters for the ancient Order of the Fratris Lucis or so-called Illuminati to the Pansophic Rites.
These were originally passed on to Dr. Keizer as Grail Master by Bishop Boyer. However, when Count Boyer wrote the charter for Pansophic, he was prevailed upon by his friend and associate the esotericist Desmond Bourke not to include the Fratris Lucis in the masonic charter, as he wanted to revive the order himself. Now, however, both Boyer and Bourke have died, and Bourke did nothing with the order. In the year 2003 Keizer
granted a charter to an esoteric group in Brazil that had proven its worthiness (now known as the Ordo Fratris Lucis). On Sunday, November 1, 2009, Keizer granted the same warrants and charter to Pansophic Freemasonry. This restoration is noted in red as an addendum to the original Pansophic charter from Boyer above.

3. Established the office of Deputy Grand Master (Vicarius Salomonis) as a life-long office and successor to the Grand Master.
The Deputy Grand Master carries all the warrants and charters of Pansophic Freemasonry as organized, established, and passed on by Bro. John Yarker. He/she has authority over all procedures and rites of Pansophic Freemasonry, as well as the authority to alter and improve them in consultation with the Grand Master.

4. Installed Bro. D., whose identity is known only to Pansophic Masons, as his Deputy Grand Master (Vicarius Salomonis) and successor at the Grand Master's death or retirement from his office.
Bro. D. is eminently qualified as an esoteric Freemason to serve in association with, and in succession to, the Grand Master.
